This report argues that the only effective way to restore security and combat violent extremism is to put civilian protection at the heart of Nigeria’s military operations. The military must not only actively protect civilians from Boko Haram, it must also work to ensure its operations to combat the extremist group do not harm those same civilans. By creating a secure environment, the armed forces will help break the cycle of violence, and gain the trust and support of affected communities.
